TollRo: Romania's distance-based HGV toll — rates, payment, enforcement

Since 1 October 2026, the vignette (rovinietă) no longer covers goods vehicles over 3.5 t on Romania’s national road network: they pay TollRo, a toll charged per kilometre, whether they are registered in Romania or elsewhere. On 6 October, CNAIR, the road network operator, announced that the 1 October incidents had been fixed, without ruling out occasional new failures.

What it means for your routes

The rate depends on weight, Euro class and road type, in lei per km including VAT (ministerial order No. 1925/2025):

Maximum weightRoadEuro VIEuro V-IVEuro III-0
> 3.5 t to 7.5 tmotorway, expressway0.170.190.22
> 3.5 t to 7.5 tnational road0.080.100.11
> 7.5 t, < 12 tmotorway, expressway0.290.330.37
> 7.5 t, < 12 tnational road0.140.160.19
12 t or moremotorway, expressway0.480.550.62
12 t or morenational road0.240.280.31
  • The road sets the cost: motorways cost about twice as much as national roads. The cheapest route is no longer necessarily the fastest: weigh the difference against driving time.
  • Euro VI vehicles lower the bill: Euro V-IV pays 15% more, Euro III to 0 pays 30% more. Assign Euro VI trucks to Romanian legs.
  • With a route ticket, the itinerary is set before departure: you declare the date, the start, the intermediate points and the destination. It expires 72 hours after the declared date, even if the route is unfinished.
  • For a vehicle registered outside Romania, the implementing rules of 30 September (order No. 922/2026) open CNAIR’s free mobile app to foreign users, in Romanian and English. The route ticket remains an option; on-board units follow on 15 January 2027, according to CNAIR.
  • Enforcement is automatic: cameras plus roadside checks. If the toll is unpaid, the amount due is claimed; if the distance cannot be established, it is set at 2,000 lei, no more than once every 12 hours.
  • The rules may still change: if the system fails, a vehicle with an active on-board unit, an open app session or a valid route ticket is not recorded as unpaid; the toll is calculated later, at no extra cost. An order of 1 October bars penalties when the app malfunctions. According to CNAIR, this protection is permanent, provided the driver tried to register and pay before setting off. The hauliers’ group COTAR wants penalties suspended until 31 March 2027. Check the situation before dispatching routes to Romania.
