TollRo is the HGV toll in Romania: since 1 October 2026, goods vehicles over 3.5 t pay for every kilometre driven on the country’s national roads and motorways, whatever their country of registration. The rate depends on weight, Euro class and road type. On the same trip, the motorway costs about twice as much per kilometre as the national road. This guide gives the official rate schedule, two costed trips and a method for building TollRo into the cost of your routes.
The Romania truck toll at a glance
- Who pays: all vehicles designed to carry goods with a maximum authorised mass (MTMA) over 3.5 t, that is the gross vehicle weight, or the gross combination weight for a combination, whether registered in Romania or elsewhere. The law bars any difference in treatment based on the country of registration. Below 3.5 t, the vignette (rovinietă) is still due.
- Since when: 1 October 2026, the date on which vignettes for vehicles over 3.5 t ceased to be valid.
- Calculation: unit rate × kilometres driven, in whole kilometres.
- Where: on the network of national roads, expressways and motorways managed by CNAIR, the national road company. Crossings of municipii (towns with municipality status, including every county seat) are not charged, between the town entry and exit signs.
- How to pay: CNAIR’s free mobile app or a route ticket. According to CNAIR, payment by on-board unit through European Electronic Toll Service (SETRE) providers opens on 15 January 2027.
- Enforcement: cameras across the whole network and roadside checks.
- Changes: rates are indexed to inflation every year, on 1 January.
TollRo rates by Euro class and road type
The rates are set by order No. 1925/2025 of the Minister of Transport, in lei per kilometre, VAT included. The euro column gives the cost per 100 km, converted at the National Bank of Romania rate of 7 October 2026 (€1 = 5.3501 lei). It is for guidance only: payment is made in lei.
| MTMA | Road | Euro VI | Euro V-IV | Euro III-0 |
|---|---|---|---|---|
| > 3.5 t to 7.5 t | motorway, expressway | 0.17 lei (€3.18/100 km) | 0.19 lei (€3.55) | 0.22 lei (€4.11) |
| > 3.5 t to 7.5 t | national road | 0.08 lei (€1.50/100 km) | 0.10 lei (€1.87) | 0.11 lei (€2.06) |
| > 7.5 t and < 12 t | motorway, expressway | 0.29 lei (€5.42/100 km) | 0.33 lei (€6.17) | 0.37 lei (€6.92) |
| > 7.5 t and < 12 t | national road | 0.14 lei (€2.62/100 km) | 0.16 lei (€2.99) | 0.19 lei (€3.55) |
| 12 t or more | motorway, expressway | 0.48 lei (€8.97/100 km) | 0.55 lei (€10.28) | 0.62 lei (€11.59) |
| 12 t or more | national road | 0.24 lei (€4.49/100 km) | 0.28 lei (€5.23) | 0.31 lei (€5.79) |
Three rules matter when reading this table:
- Euro class: the Euro V-IV rate is the Euro VI rate plus 15%, and the Euro III to 0 rate is the Euro VI rate plus 30%. The class used is the one on the registration certificate. If it is not shown there, budget for the Euro 0 rate, the highest: this is the rule the law sets for the vignette and for on-board units, and the declared class must match the certificate. Check the entry before setting off.
- With a trailer, the category is calculated on the whole combination: the MTMAs shown in the registration documents of the towing vehicle and the trailers are added together. In practice, a tractor and semi-trailer combination falls into the “12 t or more” category. The user declares the configuration in which the vehicle is driving and is responsible for its accuracy.
- Electric trucks are not exempt: the law only provides TollRo exemptions for certain public services (armed forces, emergency services, CNAIR, etc.). Order No. 1925/2025 does not set a specific rate for electric trucks: have the applicable rate confirmed by CNAIR.
Rates are recalculated every December according to the consumer price index, to apply from 1 January. This guide will be updated in January 2027.
Worked examples: how much does a TollRo trip cost?
Nădlac II → București: crossing via the A1
This is the route taken by trucks arriving from Hungary and heading to Bucharest: about 600 km on the charged network, including about 460 km of A1 motorway and 140 km of national roads, mainly the DN7 in the Olt valley, between Sibiu and Pitești.
| Vehicle | Euro VI | Euro V-IV | Euro III-0 |
|---|---|---|---|
| Combination of 12 t or more (40 t) | 254.40 lei (€47.55) | 292.20 lei (€54.62) | 328.60 lei (€61.42) |
| Rigid truck, 7.5 to 12 t | 153.00 lei (€28.60) | 174.20 lei (€32.56) | 196.80 lei (€36.78) |
| Rigid truck, 3.5 to 7.5 t | 89.40 lei (€16.71) | 101.40 lei (€18.95) | 116.60 lei (€21.79) |
These amounts are a ceiling: the crossing of Râmnicu Vâlcea on the DN7 is not charged and lowers the bill slightly.
Giurgiu → București: a short trip on a national road
Trucks arriving from Bulgaria over the Giurgiu–Ruse bridge reach Bucharest via the DN5: about 60 km of national road, minus the crossing of Giurgiu, which is not charged. A 40 t Euro VI pays at most 14.40 lei (€2.69), a Euro III 18.60 lei (€3.48). On this type of road, TollRo weighs little in the cost of the trip. This calculation does not include the toll for the Giurgiu–Ruse bridge itself.
Calculation assumptions
Rates: order No. 1925/2025, checked on 7 October 2026. Distances: OSRM route planner (OpenStreetMap data) on 7 October 2026, rounded to 10 km. The split between motorway and national road changes each time a new section of the A1 opens. Before invoicing a customer, recalculate the amount on your actual route. CNAIR’s route ticket tool only offers routes that are authorised for your vehicle.
Motorway or national road: the right calculation
For a 40 t Euro VI, the motorway costs 0.24 lei more per kilometre than the national road, or 24 lei (€4.49) every 100 km. TollRo therefore pushes traffic towards national roads. But the toll is only one line in the cost of a route: driver time, fuel and punctuality often weigh more.
A simple break-even calculation is enough to decide:
- Work out the extra motorway toll on the section: €4.49 every 100 km for a 40 t Euro VI.
- Divide it by your hourly driver cost. With a cost of €25 per hour, used here as an example, the threshold is about 11 minutes every 100 km.
- If the motorway saves more time than this threshold, it is cheaper overall.
On Romanian national roads, which pass through many villages, the time difference quickly exceeds this threshold. For example, a truck averaging 55 km/h on the national road and 80 km/h on the motorway saves about 34 minutes every 100 km: the motorway then remains the best choice, toll included. These speeds are assumptions: replace them with your fleet’s. The reasoning is reversed on short or free-flowing roads, or when the motorway means a detour.
Two limits to keep in mind:
- Not all national roads are open to all trucks: there are weight, size and traffic restrictions. For the route ticket, the system only offers routes that comply with them.
- Shifting to minor roads is not a solution: county roads are outside TollRo, but they lengthen driving times, pass through villages and are often closed to HGVs in transit.
Euro class: which fleet should you send to Romania?
The gap between Euro classes is fixed: +15% for a Euro V or IV, +30% for a Euro III or older. On a Nădlac II → București crossing, a Euro VI saves 37.80 lei (€7.07) compared with a Euro V or IV and 74.20 lei (€13.87) compared with a Euro III. For a fleet making several crossings a week, assigning Euro VI trucks to Romanian legs is the simplest lever. Also check that the Euro class is shown on each vehicle’s registration certificate.
Paying TollRo from abroad
The law provides for three payment methods. Two work today.
| Method | For whom | How it works | Watch out for |
|---|---|---|---|
| CNAIR mobile app | Frequent or variable trips | Free, open to Romanian and foreign users, in at least Romanian and English. Session started at departure, distance measured by GPS, card payment from a balance | Charged phone, mobile data, GPS and automatic time active throughout the trip |
| Route ticket (tichet de rută) | One-off trips | Paid before departure on the CNAIR portal, in the app or at a CNAIR counter. Date, start, intermediate points and destination declared | Valid for 72 h from the declared departure time, for a single trip. Can be cancelled before its validity begins |
| Contract with a SETRo provider (on-board unit) | Regular fleets | Electronic toll on-board unit, provided for by the law | According to CNAIR, payment through European service (SETRE) providers from 15 January 2027: check with your provider |
In the app, the user registers the country and registration number, the category, the vehicle identification number, its Euro class and the trailers it can tow. Positions recorded without network coverage are sent as soon as the connection returns. A TollRo help centre answers 24 hours a day, in Romanian and English.
The route ticket locks in the itinerary: it expires after 72 hours, even if the whole route has not been driven. It suits trips planned in advance, less so routes that change on the way.
Enforcement, penalties and outages
Enforcement relies on cameras across the whole network and on roadside stops (ISCTR road transport inspectorate, police, CNAIR staff at the borders). If the toll is not paid:
- the TollRo due is claimed: calculated on the distance driven or, if this cannot be established, set at 2,000 lei (€373.82), no more than once per 12-hour period;
- at a roadside check, it is paid on the spot, electronically;
- after a camera check, CNAIR sends the vehicle holder an information letter, in an official language of their country for a vehicle registered in the EU. The TollRo due and the administrative fees must be paid within 72 hours of receipt: this payment ends any penalty;
- if it is not paid, or if payment is refused at a roadside check, a fine is added: 10 to 20 times the TollRo due, or 5,000 lei (€934.56) if the distance cannot be established.
The system’s launch was difficult. The implementing rules protect users in the event of an outage: a vehicle with an active on-board unit, an open app session or a valid route ticket is not counted as unpaid, and the toll is calculated afterwards, at no extra cost. According to the press, an order issued by the Minister of Transport on 1 October 2026 also bars penalties when the app malfunctions. On 6 October, according to Digi24, CNAIR announced that the incidents had been fixed and specified that this protection applies if the driver tried to register and pay before setting off. COTAR, an organisation of Romanian hauliers, is asking for penalties to be suspended until 31 March 2027. This page will be updated.
TollRo Romania: frequently asked questions
Does my 3.5 t vehicle pay TollRo?
No. TollRo only applies to goods vehicles over 3.5 t. Below that, the vignette (rovinietă) is still due.
My truck is registered outside Romania: do I have to pay TollRo?
Yes. TollRo applies whatever the country of registration, at the same rates.
How much does crossing Romania cost for a 40 t Euro VI?
About 254 lei (€48) between Nădlac II and București via the A1, based on the current split between motorway and national road.
With a trailer, which weight category applies?
That of the whole combination: the sum of the MTMAs of the towing vehicle and the trailers.
Can I use the TollRo app if I am not Romanian?
Yes. The implementing rules of 30 September 2026 open it to foreign users.
What happens if the app goes down?
If a session was open when the outage occurred, the trip is not counted as unpaid: the toll is recalculated afterwards, at no extra cost. Keep evidence of your attempts to log in and pay.
Will the rates change?
Yes, every 1 January, in line with the previous year’s inflation.
Building TollRo into the cost per km of your routes
With TollRo, a single cost per kilometre is no longer enough to price a trip in Romania: the toll doubles depending on the road, and varies by 30% depending on the Euro class. Add the TollRo rate to the base cost per kilometre (fuel, wear) for each vehicle type and each road type, then let the optimisation weigh motorway against national road using the driver’s hourly cost. This is the principle of the three levers of route cost: kilometres, hours and vehicles. For a first estimate of fuel savings, use the calculator on the Pricing page.
The same reasoning applies to the Alsace R-Pass and the Grand Est eco-contribution. To follow TollRo news, read our news item on the Romanian distance-based toll.
